It is called Amble, and basically it enables people to create an Amble account and to post notes about their favourite places in the world. Like in Twitter, you can follow and be followed, and your followers see the places you consider the best ones in town. Photos are also to be uploaded, so people can see pictures of places. Its is free and can be found here.
